The next United Nations annual climate conference, COP30, will take place in Belém, Brazil between 10 and 21 November 2025. It will bring together 198 states and other parties (for example, the European Union) to address the global threat posed by climate change. A preparatory meeting will be held in Bonn, Germany, from 16 to 26 June 2025, where negotiations will begin on commitments to be adopted at COP30. In the context of the upcoming meeting in Bonn, this document provides an overview of Amnesty International’s analysis of key human rights and climate justice issues. This document accompanies Amnesty International’s pre-COP30 advocacy briefing, which provides a full set of our recommendations to the parties to the UN FrameworkConvention on Climate Change (UNFCCC), to help them put human rights front and centre of all climate action and decision making at COP30 in Belém, Brazil.
